PKR deputy president Azmin Ali says Selangor Menteri Besar Abdul Khalid Ibrahim cannot hide behind the Official Secrets Act (OSA) to make ‘secretive’ agreements.

For the sake of the party and Selangor residents, Azmin ( right ) urged Khalid to quickly come clean on the memorandum of understanding (MOU) signed last week with Putrajaya to restructure the state’s water services industry.

"It is an MOU, legally not binding. Since when has Pakatan Rakyat been bound by the Official Secrets Act (OSA)?” Azmin told Malaysiakini .

“(In) Selangor, we have passed the Freedom of Information Enactment in the state assembly."

Azmin expressed agreement with issues raised by PKR director of strategy Rafizi Ramli yesterday, including the possibility of an increase in the water tariff.

"These are the fundamental worries and grave concerns for the rakyat of Selangor. The full agreement and understanding must be made public - that is our demand," said Azmin, who is also state PKR chief.

In response to party criticism for his lack of transparency in sealing the deal, Khalid had said he was “ bound by the law ” and needed Putrajaya’s approval to disclose details of the deal.

He is set to meet with the federal government to get its agreement to make public the MOU.

Azmin reminded Khalid that the way in which PKR runs Selangor must be different.

"The state must be very clear on this - that we are opposed to the OSA and demand full disclosure. You can't have the same position as the federal government," he said.

Rafizi said yesterday that he believed Selangor's immediate approval of the Langat 2 project was the only binding item in the MOU.

In return, the federal government has pledged RM2 billion to help Selangor’s RM9.65 billion bid to take over the four water concessionaire companies.
