The High Court yesterday found that Universiti Malaysia Perlis (Unimap)’s disciplinary regulations for students are ultra vires of the federal constitution.

The decision by Justice Abang Iskandar Abang Hashim also nullifies the 66-day suspension and RM100 fine imposed on Unimap student and judicial review applicant Mohd Izuwan Zaini.

NONE Mohd Izuwan ( right ) was also awarded RM5,000 in costs.

Action was taken on the mechanical engineering student purportedly due to his involvement in Watch 13 last April.

"The campaign is an apolitical campaign to encourage people to vote in the next general election," he told reporters at the Parliament lobby today.

Mohd Izuwan said he filed for a judicial review against Unimap as he felt that he was not given the chance to defend himself during the university disciplinary board hearing.

"I was not allowed to call my own witnesses or question the witnesses brought by the university," he said.

He added that others involved in Watch 13 at Unimap were spared, as well as others in other campuses worldwide.

“As a citizen and student, I have fulfilled my duty to fight against oppressive regulations,” said Mohd Izuwan, who is due to graduate at the end of this month.

Also at the press conference was PKR Youth chief Shamsul Iskandar Md Akin, who urged the government not to appeal the decision.

“An appeal would reflect on the government’s claim that they are providing more freedom on campuses,” he said.
