The Selangor goverment has already issued a circular to all state departments and entities detailing as to what can be done during the caretaker period.

NONE According to PKR deputy president Azmin Ali, the circular issued on Feb 19 included instructions to all state executive councilors to return all state-owned facilities, including vehicles, except what is required for official duties.

This, Azmin said, should also be emulated by caretaker Prime Minister Najib Abdul Razak and BN leaders by returning their respective official vehicles.

"This includes private jets and helicopters, which should be returned to the state unless used for official duties," he told reporters at the PKR headquarters in Tropicana, Petaling Jaya, today.

He said that he himself had today returned the car provided to him by the Selangor State Development Corporation (PKNS) in his capacity as executive chairperson. 

'No new key policy decisions'

The Selangor circular also state that:

  • No new key policy decisions are to be made by the state administration;
  • No major contracts are to be entered into by the state except on matters where itare obligated by law to fulfil;
  • No major development projects are to be awarded or approved; and
  • No new appointments to key positions or office are to be made.

Azmin said the directive applies to all properties of the state, including state corporations and statutory bodies.

"This includes meeting rooms, phones, fax machines, computers, emails and photocopiers that cannot be used for election campaign purposes," he said.

He said the Selangor circular showed that the Pakatan goverment was ahead of the curve in upholding democratic principles, compared with the BN.

He pointed out that when Selangor issued the circular, de facto Law Minister Nazri Abdul Aziz had only instructed the attorney-general to look into the provisions of a caretaker government.

The transgression was also seen, Azmin said, by the federal government's continued use state media to campaign for the BN.

Asked if Pakatan would refrain from campaigning on Selangor mouthpieces such as Media Selangorku, he said: "The guideline must be complied with by all parties... I'm quite clear this is the commitment."
