Advocate group Eliminating Deaths and Abuse in Custody Together (Edict) has urged for an independent and transparent investigation into the incident where a woman detainee claimed she was forced to perform oral sex on a policeman.
The government should also no longer delay the formation of an Independent Police Complaints and Misconduct Commission (IPCMC) as suggested by a royal commission of inquiry (RCI) in 2005, the group added.
“Edict demands that the inspector-general of police, as well as the Home Ministry, immediately issue a statement about the steps that have been taken by the police so that cases like these will not happen again in the future.
“Cases like sexual misconduct, abuse of power and negligence in their duties cannot be allowed to happen anymore in order to build the public’s confidence towards the police force,” Edict said in a statement today.
The group stressed that this allegation of sexual assault had raised doubts on whether there exist any police guidelines in the handling of female suspects who are being questioned to facilitate investigations.
“Such incidents are not isolated and unique allegations against members of the police force. We take note that the latest incident is just one of several that have been reported before this,” Edict said.
Custodial death cases
The group also raised concerns over the previous actions taken by the police force and the Home Ministry against the officers who were involved in custodial death cases, in which the court had found them to have abused their power and were negligent in their duties.
It was previously reported that a 36-year-old woman had lodged a police report alleging that a policeman forced her to perform oral sex on him at the Serdang police station on Dec 18.
She claimed the policeman took her to a room where they were alone after she had given her statement, undid her handcuffs and ordered her to perform the act.
She had said she was sent back to her cell and warned not to talk about the incident after that.
