Radzi presses govt for full breakdown of 104 public-private projects

PARLIAMENT | Bersatu lawmaker Radzi Jidin (PN-Putrajaya) has urged the government to disclose full details - including financial implications on public funds - of all 104 public-private partnership (PPP) projects undertaken by the government thus far.
The Bersatu vice-president noted that as of the end of June last year, the total accumulated financial commitments covering the 104 PPP projects under the joint financing model rose by 7.8 percent to RM93.5 billion, compared with RM86.7 billion in 2023.
Noting that the 13th Malaysia Plan (13MP) will see a total allocation of RM61 billion from PPPs, Radzi highlighted that under this concept, one of the methods used is government payments to the concession holder for an agreed period.
As such, he said the government should disclose the name of the concession company, type of concession, date of the agreement, concession period, and the government’s annual payment or financial commitment for each concession related to the 104 PPPs.
He also requested that the government provide the same information for concession agreements signed from June 2024 until today.

“What is the total accumulated financial commitment (borne by the government) for PPP projects to date?” he pressed during his debate on the 13MP in the Dewan Rakyat today.
The opposition MP also called on the government to state the total annual payments made for all existing PPP projects between 2022 up to today.
“Are these payments made from the development budget, the operating budget, or do they involve both types of allocation?” he questioned.
Radzi also called for details of projects under the 13MP valued at RM61 billion, including their value, concession period, PPP method, and estimated allocations for 2026 to 2030.
“Will this amount be fully borne by the private sector, or will the government also need to provide other allocations, either through operating expenditure or development expenditure?” the former deputy economic affairs minister questioned.
Govt’s fiscal abilities
Previously, PAS information chief Ahmad Fadhli Shaari (PN-Pasir Mas) questioned the inclusion of billions in funds from government-linked entities in the 13MP, asserting that the matter has painted a false picture of the government’s fiscal abilities.

Fadhli said the sum - RM120 billion from government-linked companies (GLCs) and government-linked investment companies (GLICs) and another RM61 billion through PPPs - was never included in previous national plans.
Opposition leader Hamzah Zainudin (PN-Larut) had also raised similar concerns on the government’s fiscal capacity, calling on Putrajaya to clarify how it will fund the RM430 billion allocated for development under the 13MP.
“Will it be funded through increased borrowings or new debts, even as the government claims it wants to reduce debt levels? If debt is to be lowered, how will there be enough funds for 13MP?” the Bersatu deputy president had asked.
Hamzah had also raised the possibility that the public could be made to shoulder the burden through higher taxes or subsidy cuts.
