Sold legally, the smokes would have been worth 1.5 million euros (RM7 million) in tax revenues, according to the ministry's calculations.
They were hidden in a container bound for Switzerland, which arrived from Malaysia claiming to be full of paper and wooden garden furniture, the ministry said.
Customs seized the cargo, but no one has yet been arrested, according to a ministry spokesman.
