Home Minister Hishammuddin Hussein said that a draft of the guidelines had been prepared and was now being refined.
"The guidelines are expected to be ready next week," he told reporters here after launching a service that reduces from 30 days to one day the time for replacing MyKad in Sarawak.
Hishammuddin did not say when they would be implemented.
He said that he himself had been involved in drafting the guidelines together with the Minister of Information, Communication and Culture Dr Rais Yatim, Minister in the Prime Minister's Department Nazri Abdul Aziz and the Attorney General's Office.
Although the law on sedition covered the cyber world as well, its application in this area needed to be detailed, Hishammuddin said.
