The opposition duo who sat in the parliamentary rights and privileges committee, Karpal Singh (Bukit Gelugor)) and R Sivarasa (PKR-Subang) will issue their own "minority report" on the committee's investigation into opposition leader Anwar Ibrahim's 1Malaysia-1Israel jibe.

NONE "YB Karpal Singh and myself have excused ourselves from the proceedings of the privileges committee on Dec 3. But we have submitted our own report on the goings-on in the committee," said Sivarasa ( left ) during a press conference at the Parliament lobby.

The 27-page report, said Sivarasa, is a very comprehensive report which focused on two things.

Firstly, both he and Karpal disagreed with the conduct of the committee in its investigation, especially what he called a "serious breach of natural justice" as Anwar was not allowed to defend himself.

Secondly, the report looks at the merits of the case and the minority conclusion that Anwar is not guilty of misleading the House based on points which they have expounded in the report.

However, Sivarasa refused to divulge the contents of the report until after the speaker, Pandikar Amin Mulia, has ruled on it.

"I have sent in the report to the speaker's office and we hope that our report will also be tabled as part of the proceedings of the committee, so that members of the House will have both reports available," said the Subang parliamentarian, who explained that he handed over the report over to the Speaker's special officer as Pandikar himself was not in chambers.

"As far as we are concerned, this is our report. Members of the House should have the benefit of hearing from both sides. In other Parliaments this is the norm, but this is unusual in the Malaysian parliament. But we live in unusual times," he reasoned.

Both Karpal and Sivarasa excused themselves from the committee's proceedings when they disagree with the conduct of the committee in its investigations.
