In a statement, Selangor menteri besar's political secretary, Faekah Hussin (left), said the state government admits Kuis, managed by the state Islamic council (Mais), is in a weak financial position after suffering RM11.3 million in losses in 2011, and needs restructuring as pointed out in the audit report.
She gave the assurance that steps are being taken including the state injecting RM238 million with RM152 million to be paid to the concession company, Redha Resources Sdn. Bhd (RRSB), as a one-off payment with the remainder going towards upgrading the library, lecture halls, hostels and for maintenance.
The Pakatan Rakyat state government explained that RRSB was given the concession for 33 years from 2005 by the then Selangor BN government under former MB Dr Khir Toyo, which means the state forking out a total of RM600 million in rentals.
Kuis was built on the Build Operate and transfer (BOT) system that requires the state government to pay up to RM19 million annually to RSSB for 33 years to the total of RM600 million. Kuis has so far paid RM50 million, said Faekah.
"RRSB is a company controlled by Permatang BN assemblyperson Sulaiman Abdul Razak, who owns 51 percent of the company, while his wife Jamaliah Kamarudin owns six percent.
"The remaining 43 percent is held by Bina Puri Holdings Bhd, the sub-contractor that constructs and maintains the dormitory," she added.
Faekah claimed that Bina Puri constructed the campus while RRSB only acted as the middle party and was awarded the concession for the RM125.8 million hostel.
The MB's political secretary said RRSB was supported by Khir; he even witnessed the signing of the RM125.8 million loan agreement among Mais, RRSB and the banks in 2007.
She said the previous leader's mistake had resulted in the Selangor Pakatan government under Khalid Ibrahim having to find ways to save the educational institution by attempting to takeover the financial load of the infrastructure and facilities so it would not be burdened further.
The 2012 Auditor-General's Report noted that the one-off payment will be worked out by early next year.
Sulaiman, had last year had denied claims that he is profiting millions of ringgit from the deal.
