Perak PKR wants the state religious authorities to probe the allegations made by two party members that they were ‘tricked and trapped’ by the ACA and another person to having sex with Chinese nationals.

PKR state deputy chief Zulkifli Ibrahim called on the state Islamic Religious Department (Jaip) to investigate the case immediately under Section 29 of Perak Syariah Criminal Enactment 1992 following the allegations by Perak Tengah district councillor Zul Hassan and businessman Fairul Azrim Ismail early this week.

On Wednesday, Zul, who is facing graft charges jointly with four others, lodged a verbal complaint with Jaip that an ACA officer had claimed that the agency had pictures of him (Zul) having sex with a Chinese national.

He lodged the verbal complaint after his name was mentioned in a written statement given by Fairul to Jaip when lodging a report against one Mohamed Imran Abdullah, in which Fairul allegedly admitted to have accepted an offer from Imran to have sex with a Chinese national.

Fairul alleged Imran organised and encouraged him into committing the sinful act by providing him with a woman from China at the Sri Sayang Apartment in Batu Feringghi in Penang on Aug 14.

Section 29 states that a person can be charged under Syariah laws for organising, influencing or encouraging another to commit vices.

“Due to the seriousness of the allegations, Jaip must carry out an immediate and thorough investigation.

“Any delay in the investigations would create various perceptions on Jaip and its administration of justice,” Zulkifli told a press conference at the PKR state office in Ipoh yesterday.

Anyone found guilty under Section 29 can be fined up to RM5,000 or jailed not exceeding three years or both.

All five claim trial

Zul is facing the rap over a development project at Seri Iskandar in Perak Tengah.

The others facing the charges are two Perak PKR legislators, Jamaluddin Mohd Radzi and Mohd Osman Mohd Jailu, PKR Parit division chief and former Bota assemblyperson Usaili Alias, Perak Tengah district councillor Zul Hassan and State Economic Development Corporation (SEDC) technician Ruslan Sahat.

All five have claimed trial and are out on court bail.

Businessman Fairul was initially called up to give a statement in the course of ACA investigations but was not charged.

However, following his complaint to the religious department, state ACA director Samsiah Abu Bakar said Fairul would now face a corruption charge since he had also admitted to have accepted sex offer from Imran.

On Thursday, Perak Umno Youth chief Zainol Fadzi Paharudin called on Jaip to constitute a charge against Zul and Fairul based on their confessions to the department.

Fairul had allegedly confessed that ‘what is important is we did not ask for the women. He supplied them to us. If people donate, don’t you want to accept the donations?’

Zulkifli insisted that PKR would not defend any of its leaders or members who have committed offences.

However, he said it was a matter of interpretation of the language used by Zul and Fairul in their so-called confessions to Jaip that they were ‘tricked and trapped’ by Imran and ACA into having sex with foreign women.

Perak mufti Harussani Zakaria suggested that the duo’s statements could be the result of their naivety on Islamic laws.
