The Penang state government should stop harping

on the 1981 report by Japanese International Cooperation Agency to justify the Penang Outer Ring Road project. There is nothing honourable about the project.

First of all, the report is outdated as 21 years have passed since the study was made. Secondly, as a Penangite, I do not remember agreeing to the project 12 years ago. We need a new study, a new report to convince us that PORR is right for Penang now.

As it is, PORR sounds more like a lousy trade-off to maintain the status quo of power sharing in Penang but it would be the common folks who pay for it. We will have our say only during the next election.
