The report by All Women's Action Society (Awam), "Working Together Towards Better Services for Rape Survivors", found that institutions involved in handling rape cases like the courts, police and the Welfare Department did not have records that were up-to-date.

"Figures at the national level for rape cases were extremely difficult to obtain. Preceding 1993, the police as well as the Welfare Department did not give the complete figures for cases that were referred to them," said the report.

Only in 1993, through the initiative of DSP Chong Fui Fong, did the police begin to compile data regarding the number, as well as profiles of both victims and rapists. The Welfare Department, on the other hand, only started to compile rape statistics in 1997.

No complete figures regarding the number of cases they handled were kept by the Attorney-General office, as well as the courts. All type of offences - robbery, rape and murder - were grouped together.

Despite this, Awam managed to track all court cases involving rape from 1994 to 1997. A total of eight lower courts in seven states and the Federal Territory were scrutinised by the women's group in producing the report.
