Information from the Federal Police Headquarters in Bukit Aman showed that most rape victims were aged below 16, according to the report "Working Together Towards Better Services for Rape Survivors", which was published by All Women's Action Society (Awam)

While 98 per cent of the rapists were aged above 16, the report found that 56 per cent involved girls under the age of 16. Only 2 per cent of the rapists were under the age of 16.

"The information above shows that the victims are much younger than the rapists, and this should be highlighted by activists and groups that want to find a solution to give more attention to this age group in its rape-prevention programme," the report said.

The report also found that 1,323 rape victims reported 1,833 rapists. This proved that cases of gang rapes are prevalent. In 1997 alone, it was found that for every victim there were 1.4 rapists.
