Public Accounts Committee (PAC) deputy chairperson Dr Tan Seng Giaw said the findings of the RM22mil exercise to inspect Putrajaya buildings should be made public.

The Kepong MP said a white paper disclosure in Parliament would ensure that the checks were conducted properly.

"It is necessary for a white paper to be presented to Parliament. When you present a white paper, you have to make sure it is accurate and at the same time the matter can be debated," he said.

Tan said a white paper should be presented after the results of the six-month finding is reported to the prime minister.

On Wednesday, Works Minister Samy Vellu announced the committee's formation. It will comprise engineers and be headed by Auditor-General Ambrin Buang.

PAC chairperson Sharir Samad told reporters yesterday that the committee will keep "an eye on everything" but admitted he did not know the reason why the exercise runs into the millions.

Opposition Leader Lim Kit Siang had on Thursday questioned the hefty cost of the inspection, saying it would burden taxpayers and that the contractors responsible for the defects should pay for it.

CCC is bad feng shui

Aside from facilities that fall apart, Tan said another problem is the dropping of the Certification of Fitness (CF). All buildings must be CF approved to be occupied.

"We have to watch this business of the Certificate of Fitness that's being replaced by the Certificate of Completion and Compliance (CCC). Discrepancies might occur," he said.

Early this year, Parliament replaced the old construction certification. The CCC is to be issued by professional bodies.

"It means it is the professional people; the engineers and architects who would have to give a certificate. They would be affected by the contractors."

"How can they go against the contractors if they are unscrupulous? How do you ensure that the contractor is not unscrupulous? There is a potential weakness there," he said.

Meanwhile, Tan says the acronym for the certification is "not desirable."

"It is a known fact that feng shui (geomancy) is taken into consideration by all races. But the CCC in [the] Hokkien [dialect] and Mandarin translates to death, three times over," he said.

"I told them in Parliament, look here, everyone's looking at geomancy. Rename it," he said.
