Civil servants to get 7-15pct salary hike from December: PM

The government has agreed to increase the salaries of its civil servants between seven and 15 percent beginning Dec 1.

In announcing the decision, Prime Minister Anwar Ibrahim said the salary hike will be executed in two phases.

Civil servants categorised in support, as well as management and professional groups, will receive an average 15 percent salary rise while top government management officers would only get seven percent, he said.

“As the government is committed to ensuring the welfare of our civil servants, I hereby announce salary adjustments for the civil service, as follows.

“Salaries for the support group, as well as management and professional groups, will be adjusted by 15 percent, while officers in the top management will get a seven percent increase.

“This is a bold measure taken by the government because the chief secretary to the government and his fellow top management officers would only get a seven percent increase, while the people who serve under them will get pay hikes of between 15 percent and 42 percent.

“This adjustment will be executed in two phases, the first one being this Dec 1 and followed by the second phase on Jan 1, 2026,” he said.

The salary adjustment also sees the government rebranding its Skim Saraan Malaysia (Malaysia Remuneration Scheme) to Sistem Saraan Penjawat Awam (Civil Service Remuneration System).

According to the prime minister, the decision was made after Putrajaya considered various factors including the increasing costs of living and that it had been 12 years since it last reviewed civil servants’ pay scale.

No pay hike for slackers

However, Anwar stressed, the new system would only benefit workers who perform.

Civil servants found to be slacking or having disciplinary issues would not get a salary hike, he added.

The prime minister also called on civil servants to increase their productivity and service quality following the announcement.

“I hope that after this announcement today, which would be the highest (civil service salary hike) in our history, there will be a renewed spirit among civil servants beginning Monday.

“There must be a renewed spirit, heightened competency after this. And I have asked the Civil Service Department director-general to ensure this without any compromise.

“Meaning, this benefit that I announced today will only be given to those who show good performance. I want to state here that those who are lazy and slacking, which I believe only makes up a small group, would not be rewarded,” he said.
