No confusion about T15, review underway to raise threshold from RM13k: PM

PARLIAMENT | Prime Minister Anwar Ibrahim today denied accusations that his cabinet members have been dishing out conflicting definitions about the T15 income group.

Speaking at the Dewan Rakyat, he said the Statistics Department (DOSM) is reviewing the definition, including raising the income threshold for a household to be categorised as T15.

“Some have raised allegations about confusing definitions (of T15), this is not true.

“I have listened to the remarks made by the economy minister and the (second) finance minister. What we said was, DOSM set RM13,000 (as the threshold for the T15 group) and we think this is quite low.

“So we are thinking of raising (the threshold) to RM15,000 or perhaps RM20,000. This is still being discussed. There is no conflicting statement whatsoever," he said during the Prime Minister’s Question Time.

Anwar was responding to a supplementary question from Nik Muhammad Zawawi Salleh (PN-Pasir Puteh), who wanted the prime minister to clarify the definition of T15.

In his question, the PAS leader claimed that several ministers in Anwar’s cabinet have been coming out with their own versions of the definition for T15.

The definition of T15 became a hot topic after the government announced in Budget 2025 that the income group would not receive fuel or full education subsidies.

Several opposition MPs, including Mohd Radzi Md Jidin (PN-Putrajaya), have raised in their debate of the bill about the lack of explanation regarding the T15 group definition, which Radzi said had left fellow MPs and the public to interpret it based on household income data released by the DOSM.

During the session, Anwar also reiterated his justification of the government’s plan to exclude T15 and foreigners, saying that the groups should not be enjoying government subsidies.
