Industrial Relations Department got 246 union-busting complaints 2015-2025
PARLIAMENT | The Industrial Relations Department has received 246 complaints related to union busting between 2015 and Aug 31 this year, the Dewan Rakyat was told today.
Deputy Human Resources Minister Abdul Rahman Mohamad said that of the total, 158 complaints had been resolved at the department level through amicable negotiations, while 24 complaints are still under the department’s action, and 64 complaints have been referred to the Industrial Court.

Deputy Human Resources Minister Abdul Rahman Mohamad said that of the total, 158 complaints had been resolved at the department level through amicable negotiations, while 24 complaints are still under the department’s action, and 64 complaints have been referred to the Industrial Court.
“Complaints about alleged union-busting practices by Flextronics Penang and XSD International Paper, the department is carrying out inquiry and conciliation processes according to Section 8(2) of the Industrial Relations Act 1967,” he said during the question-and-answer session in the Dewan Rakyat.
He was replying to a question from Tan Hong Pin (Harapan-Bakri), who asked about complaints related to union-busting practices received by the Industrial Relations Department between 2015 and 2025, the actions taken, and the results of its investigation against Flextronics Penang and XSD International Paper.
Elaborating, Rahman said the Human Resources Ministry remains committed to ensuring that the rights and freedom of workers to form and join labour unions are fully safeguarded.
“As such, various proactive measures have been implemented, including industrial relations education programmes, continuous monitoring of employer practices and improvements to policies to strengthen the ecosystem of industrial relations that is harmonious and fair, in line with the aspirations of Malaysia Madani,” he said.
