• The Dewan Rakyat has passed the Employment Insurance System (Amendment) Bill 2025 via a voice vote, approving amendments proposed by the Dewan Negara to reduce penalties for employers who fail to report job vacancies.

  The amended bill introduces a tiered penalty system with a maximum RM1,000 fine for a first offence, RM3,000 for a second, and RM5,000 for third and subsequent offences.

  After listening to debates from 14 MPs, Deputy Human Resources Minister Khairul Firdaus Akbar Khan said that the revised fines were introduced to strike a balance between enforcing compliance and avoiding excessive burden on employers, while still preserving the objective of improving vacancy reporting.

  The bill originally imposed a maximum fine of RM10,000 for failing to notify the Social Security Organisation (Socso) of vacancies before hiring.
