Malaysia opens Southeast Asia’s first advanced chip testing centre

Malaysia today achieved another milestone in the semiconductor industry with the inauguration of the Advanced Chip Testing Centre by the Prime Minister, YAB Dato’ Seri Anwar Ibrahim, during the launch of Malaysia Semiconductor IC Design Park 2 (IC Park 2) at CoPlace 9, Cyberjaya

The event was also witnessed by YAB Dato’ Seri Amirudin Shari, Menteri Besar of Selangor, who emphasized that this centre will become the first world-class chip testing facility in Southeast Asia, serving as a key catalyst in Malaysia’s effort to build a comprehensive semiconductor ecosystem — from design to testing and validation

The Advanced Chip Testing Centre is part of the national strategy to transition Malaysia from being merely a contract chip manufacturer to becoming a local chip designer and technology owner

The facility will focus on: 

Advanced Chip Inspection, Test & Metrology Centre (AIM) 

Advanced Chip Design, Emulation & Prototype Centre 

Advanced Chip Validation & Robotics Centre 

Advanced Chip Research & Training Centre 

With state-of-the-art infrastructure and the support of global industry experts, the centre will accelerate chip development cycles while reducing dependence on foreign testing facilities

International and local partners involved include Arm, Synopsys, AWS, Keysight, Ansys, Cadence, Sicada, QES, Tekmark, DF Automation, IIT Madras, and Shenzhen Xinhou Research Centre, who will collaborate to establish a research lab ecosystem under IC Park 2. 

Malaysia Semiconductor IC Park 2 continues the success of the first IC Park in Puchong, launched in August 2024, which now houses 14 companies employing over 200 local and international engineers.

The selection of Cyberjaya as the location for IC Design Park 2 is a strategic and timely decision. As a city with the highest concentration of technology companies in Malaysia, Cyberjaya provides an ideal environment for collaboration and innovation, promising significant spill-over benefits for ecosystem players.

The new phase in Cyberjaya will expand R&D facilities and also host the Advanced Semiconductor Malaysia Academy (ASEM) — an advanced training hub aimed at producing 20,000 semiconductor engineers over the next 10 years

The launch ceremony also celebrated the graduation of seven semiconductor training cohorts under ASEM, involving hundreds of engineering students who completed intensive industry-based programs.

SELANGOR SEMICONDUCTOR FUND & LOCAL ECONOMY DEVELOPMENT POLICY

To further strengthen the industry, the Selangor State Government, through Sidec and PNSB in collaboration with Artem Venture Fund (Ehsan Capital), has established the Selangor Semiconductor Fund, targeting over RM100 million in capital. The fund will begin operations in November 2025, focusing on strategic investments in at least seven high-potential local startups

In addition, the Local Economy Development Policy (LED) has been introduced to ensure that growth in the digital industry, including the data centre sector, delivers direct benefits to the local economy.

This policy requires 30% local content for every new data centre investment, in line with the National Semiconductor Strategy (NSS), New Industrial Master Plan (NIMP), and the National Energy Transition Roadmap (NETR).
