All info about Kidex given to relevant authorities

We refer to the various news reports pertaining to the allegations and claims by Petaling Jaya City Council councillor Lee Suet Sen on the Traffic Impact Assessment study pertaining to the Kidex Highway project and we append herewith the chronology of events pertaining to the issuance of the Concession Agreement for the Kidex highway project:

1. On Oct 14,2011, the First Technical Committee Meeting with the Malaysian Highway Authority (MHA) was held and attended by the representatives of all relevant government agencies, include representatives from the Engineering Departments of Majlis Bandaraya Petaling Jaya (MBPJ) and Majlis Perbandaran Subang Jaya (MPSJ).

2. The findings of the report were presented during this meeting with the salient points of the Kidex proposal with respect to the traffic and environmental impacts, the alignment options, the interchanges, constructability and land matters were presented.

3. All the representatives were asked to provide their comments before the convening of the second technical meeting which was subsequently held on Dec 8, 2011. During this meeting, after consultation with the representatives of the various government agencies which were attended by the officers of the engineering departments of MBPJ and MPSJ 2011, the Kidex Highway proposal was approved by the MHA.

4. With this approval of the Kidex alignment by the MHA, this preferred alignment proposal was presented to the state’s Majlis Tindakan Ekonomi Selangor (MTES) in January 2012, and was approved in principle in February 2012.

5. Subsequently, a Value Management Workshop was organized by the MHA in May 2012, also attended by the representatives of the Engineering Departments of both councils,   where the alignment was approved during the workshop incorporating comments from theses various authorities.

6. In March 2013, a One-Stop Agency Meeting was held with the Department Of Environment on the preliminary Environment Impact Assessment report and was approved by the DOE in March 2013.

7. Subsequently in November 2013, the Concession Agreement (CA) was signed with the federal government and the Section 4 of the Land Acquisition Act was subsequently gazetted by the Wilayah Persekutuan (WP) Land Office in November 2013. The Selangor Section 4 Land Acquisition plans were gazetted by the Selangor State government in July 2013.

8. We are now in the process of conducting the various requirements of the CA and other conditions set by the state government pertaining to the point of service (POS), public displays, and town hall meetings.

We would like to categorically state here that we have presented the relevant documentation to the city councils and other government agencies during these meetings and subsequent presentations.
