School heads must be accountable

I don't see how school bullying can be managed unless accountability is practised.
In the latest case , the school head seems to be continuing with business as usual. Shouldn't he be the first person to resign or be suspended?
Wouldn't seeing accountability being practised motivate other school heads to pay more attention?
