Adnan Saad said today from the RM38,000 spent on the muktamar in Ipoh, Perak, the amount rose to RM119,789 when held in Selangor last year.
"Does this big amount suggest that PAS members have learned how to make high claims?" he asked before the muktamar passed the annual financial statement.
In reply, PAS treasurer Dr Mohd Hatta Ramli said the increase in spending was insignificant, adding big amount for Selangor was because it was changed from advance to party expenditure.
"It is alright as the money is spent on the party muktamar," he added.
Dr Hatta said a site for the party complex had been found, adding it would be built after enough funds were collected.
