Representatives from the Women’s and Youth wings of Pakatan Harapan today chained the main gates to the Election Commission's (EC) headquarters after the EC purportedly refused to receive a memorandum from the group.

The group gathered at the EC headquarters in Putrajaya for an hour, trying to submit the memorandum.

Some 50 of them sat at the building's premises in the hope that the EC chairperson (Mohd Hashim Abdullah) would come to meet them.

An EC officer, who declined to be named, told them that Hashim was not in Putrajaya, that he was Ipoh, on work.

The memorandum demands that the EC revokes its decision to stop distributing copies of the draft supplementary electoral rolls to political parties.

Brandishing banners bearing the messages "Clean up the EC" and "Don't restrict the draft supplementary electoral rolls", the group also shouted slogans, such as "long live the people".

At a press conference later, Parti Amanah Negara (Amanah) Youth chief Mohd Sany Hamzan said the group would not unlock the chains.

Sany also said that the group would submit the memorandum to the Human Rights Commission (Suhakam) following the EC's refusal to accept it.

The group will also send copies of the memorandum to the Yang di-Pertuan Agong and the Conference of Rulers in the hope that they would intervene in the matter.

"We are very disappointed with the EC chairperson because the memorandum was supposed to be submitted to him.

"The EC has failed to show credibility as a free and fair commission tasked to handle the country's elections," Sany added.

The draft rolls were previously given in portable document format (PDF) for free.

The EC's decision to stop issuing the draft electoral rolls has also been condemned by electoral watchdog Bersih 2.0, which said this limits the avenue for those wanting to challenge the draft roll.
