RMK11 | Prime Minister Dr Mahathir Mohamad hopes the review of the 11th Malaysia Plan (RMK11) will help transform Malaysia from a kleptocracy into a true democracy.

"If all that is contained in this document is implemented, I am confident that Malaysia can roar again as the Tiger of Asia. 

"Malaysia's image will turn from a kleptocratic country into a true democratic country with a government that is clean, noble, and with integrity.

"Malaysians in any corner of the world can proudly introduce themselves (and say): 'I am a Malaysian'," Mahathir told the Dewan Rakyat while tabling the RMK11 mid-term review today.

The midterm review of RMK11 was carried out due to the change in government.

Many of the initiatives Mahathir said Putrajaya would undertake had been outlined in the Pakatan Harapan manifesto.

This includes moves such as enforcing a two-term limit on prime ministers, menteris besar, and chief ministers, as well as setting up a Parliament committee to vet and approve appointments to key institutions such as the MACC.

The speech also had a theme of unity, with the prime minister laying the foundation for programmes to empower both minorities and the bumiputera.
