PKR AGM | Outgoing PKR Youth chief Nik Nazmi Nik Ahmad has suggested that the party consider only using the "one member, one vote" system to elect its top leaders, while reverting to the delegate system for all other positions.

"I hope that when (incoming PKR president) Anwar Ibrahim said we should re-examine the system, maybe only the highest positions, like the president, deputy president and vice-president, be chosen through the 'one member, one vote' system.

"The rest we can just remain with the delegate system.

"Because I see no other party in the world doing this, they only choose their top leadership through the one member, one vote system. 

"No one else is as brave as PKR," he said in his speech at the 13th PKR national congress, held at the Ideal Convention Centre (IDCC) in Shah Alam today.

According to Nik Nazmi, everyone is dissatisfied with the irregularities that have plagued the party election.

It is impractical, he added, for every position in the party to be voted on by each party member when there are so many votes to count.

"I say that the women in PKR are the most enfranchised member of any political party in the world because they have so many votes.

"But it becomes impractical when there are too many votes to count," he stressed.

Previously, only delegates could cast votes in the PKR election. The switch to one member, one vote was made in 2010.

Meanwhile, PKR vice-president Tian Chua, in his speech, said the party has a duty to not only push for overall reforms of the country's administration but also to reform its own organisation.

Unlike in several divisions which saw a large number of voters being recent recruits to PKR, Tian Chua (photo) suggested that all members must have joined the party for at least one year before being allowed to elect their leaders.

"These people who want to vote must at least familiarise themselves with the party's culture before taking part in the elections," he said.

Additionally, the former Batu MP said the party's constitution could be amended to include a new rule that candidates for any leadership post must have a minimum of two years' experience as an ordinary member.

"This is part of the reform process. This reform process is not only about the (overall) administration system, but also reform of our own organisation," he said.

Anwar yesterday said he intends to form a special committee to review the entire party electoral process, which has been marred by allegations of rigging and money politics.
