In his speech during the ceremony at Istana Iskandariah in Kuala Kangsar today, the Perak ruler said political upheavals had distracted from administering the state.
"This is not a history to be proud of. Instead, what happened will be marked in history as a reflection of failure and not success.
"Failure in leadership among politicians to secure solid support consistently so that the mind and energy can focus on administering the state in the best way for the people's interest," he added.
Prior to Saarani being sworn in, Bersatu's Ahmad Faizal Azumu had been sworn in as menteri besar twice - first in 2018 as the head of a Pakatan Harapan state government and again in March this year as the head of a Perikatan Nasional (PN) state administration.
Faizal was ousted after losing a vote of confidence in the State Legislative Assembly last week.
Sultan Nazrin said all assemblypersons were elected because the people trusted them.
He added that the people of Perak, represented by either PN or Harapan, want a peaceful, harmonious and prosperous state that is administered in a just manner.
His Highness said the people, especially the poor, were affected by the Covid-19 pandemic and should not be made to suffer.
"Don't let the people suffer due to the influence of vengeful emotions and outdated political thinking," he added.
Sultan Nazrin hoped the political crisis, which he said began on Dec 4, has come to an end.
Perak Umno had moved against Faizal following dissatisfaction over his leadership, particularly the unilateral appointment of an Umno assemblyperson as his political secretary.
After ousting him, Umno initially had difficulty securing a majority to install Saarani as menteri besar.
This was because PAS and Bersatu had objected to the decision to vote out Faizal.
However, Umno president Ahmad Zahid Hamidi yesterday apologised for Perak Umno's actions and an agreement was reached with PAS and Bersatu.
Zahid had also made an agreement with Bersatu president Muhyiddin Yassin and PAS president Abdul Hadi Awang regarding the distribution of positions in the new state government.
