The government has allocated about RM9.5 billion in development funds for parliamentary constituencies in the Federal Territory (FT) of Kuala Lumpur under the 9th Malaysia Plan, the Dewan Rakyat was told today.

Deputy Minister in the Prime Minister's Department Abdul Rahman Suliman said KL City Hall would implement 74 projects costing RM1.4 billion, while projects worth RM12.6 billion would be undertaken by other ministries and agencies.

"Among the main projects are the construction of Istana Negara, Kuala Lumpur-Putrajaya Expressway and Internal Security Complex," he told Tan Kok Wai (DAP-Cheras).

Tan had asked the prime minister to state the developmental expenditure allocated for Kuala Lumpur City Hall, ministries and agencies under both the 8th and 9th Plan, under each FT parliamentary constituency.

Revealing the details under the 9th Plan (see chart), Abdul Rahman said the 8th Plan had allocated RM20.4 billion to the same areas.

Dissatisfied with the explanation, Tan asked about the funds allocated from 2004-2006 to parliamentary constituencies won by DAP in the general election.

"In a recently obtained written reply, I was told that constituencies under DAP such as Kepong, Bukit Bintang, Cheras and Seputeh were allocated funds. This is good, but we haven't received even one sen," said Tan.

"This is shocking. Where were the funds channelled and who received them? The report states that the money was used by the service centres set up by parliamentarians, but we didn't get any money. Our services have been delivered with our own funds."

To this, Abdul Rahman replied that the allocation of funds for all parliamentary constituencies in the country are disbursed after debate and endorsement by the Dewan Rakyat.

"We channel the funds through the Implementation and Co-ordination Unit under the Prime Minister's Department, and it is done according to laws and regulations," he added.
