Declassify PJD Link highway agreement, MP urges

Petaling Jaya MP Lee Chean Chung has urged the Malaysian Highway Authority to declassify the Petaling Jaya Dispersal Link (PJD Link) concession agreement.

He said it is important for lawmakers, experts, and concerned citizens to have access to the document, so they can engage in meaningful dialogue and make informed decisions.

“It is concerning that the concession agreement remains undisclosed to the public.

“While big institutions have access to this information for financing purposes, 32 million Malaysians are left uninformed, eroding public trust,” Lee said in a statement on Instagram.

The Selangor state government halted the highway project in July last year, but Menteri Besar Amirudin Shari said the project will be revived if it fulfils certain “requirements”.

Previously, he said the state government would not approve the PJD Link if it is found to be similar to the Kinrara-Damansara Expressway (Kidex) project, which was scrapped in 2015.

Several Petaling Jaya resident groups have raised concerns that the PJD Link would be a repackaging of Kidex.

Residents have since hauled authorities to court over an alleged refusal to hand over the environmental impact assessment (EIA) and other documents related to the PJD Link.

Enquiries blocked

Lee said the sudden revival of the project raised major questions.

“Equally puzzling is that this time, the opposition representative was consulted before the government.”

Even he was given little information on the project, Lee added.

The lawmaker said his enquiries in Parliament were often blocked under the Official Secrets Act (OSA) 1972 or redirected to other authorities.

He also insisted that meaningful consultation cannot occur without the disclosure of important information.

“Transparency is fundamental to responsible governance,” he said.

The proposed 25.4km PJD Link was an elevated expressway project meant to connect the Sprint highway in Damansara to the Bukit Jalil highway in Bandar Kinrara.
