Independent Police Complaints and Misconduct Commission (IPCMC) is in its final stage of drafting and will be tabled in the Parliament by the end of this year.

In the winding speech of Supplementary Supply Bill 2007, Minister in the Prime Minister's Department Nazri Abdul Aziz said that the draft of the bill was awaiting feedbacks from various ministries.

"We have drafted the bill. Once we get the responses from ministries, we will fine tune the bill and table it in the Dewan Rakyat," he said.

Earlier, Nazri (BN-Padang Renggas) was questioned by Opposition Leader Lim Kit Siang on why he (Nazri) has been "very slippery" in replying queries on IPCMC.

Nazri, in his response to M Kulasegaran (DAP-Ipoh Barat), had said that IPCMC was being studied by the attorney-general.

Lim disputed his claims and stressed that in 2006, Nazri had said that the bill "was in its last stage of consideration by the AG".

"Last year, it was in its last stage. What happened to 'last stage' now?" he asked, adding that Nazri's response indicated that the government was not serious in implementing IPCMC.

Responding to this, Nazri said: "When I said last stage, of course it has been completed now. We are now drafting the bill, and it takes a lot of time."

"We have given the draft to ministries and we're now awaiting their feedbacks. If we don't get any negative feedbacks, we will table it by the end of this year," he said.

Suitable model

Nazri also explained the reason on why the formation of IPCMC has been delayed.

"We cannot take everything that was suggested by the Royal Police Commission. We have to study the suggestions and come out with the most suitable model," said Nazri.

"It's better late than never. Also, a rush job is not a good job," he said, adding that IPCMC could also be a body that governs all enforcement agencies.

"We're looking into it. It is better if it governs more bodies. We should be happy as long as the police is included in it."
