"With resources at his disposal, he needs to stamp his mark that he will ultimately succeed Anwar and not be a puppet menteri besar.
"His detractors will continue to poke holes in his administration," Chua added in a blog post today.
Pointing out that there is no honeymoon period for the PKR deputy president, he said Azmin would be under the microscope of his political foes within and outside the party as well as the people of Selangor.
"One should not forget that the Sultan of Selangor will be monitoring him closely as well.
"After all, Azmin is appointed by the sultan and his appointment is perceived by many to be extra constitutional," he added, stressing on the importance of Azmin vindicating himself through his performance.
His worst enemy, Chua noted, would be his own party members.
"The unprecedented long period of party elections has only served to aggravate infighting among the members of PKR.
"How Azmin reaches out to his enemies within the party and whether or not he takes care of his own supporters will, in a way, influence his performance as menteri besar," he added.
Implement manifesto
Chua said Azmin has a tough task in resolving the federal and state issues as "time may not be on his side".
According to him, among the key issues that Azmin needs to address immediately include the water crisis, toll highways, as well as the Bible issue.
Azmin, he said, must also implement the election manifesto made by Pakatan Rakyat in the last general election to garner support from the people.
"While Khalid (Ibrahim) had undertaken steps or initiatives to consolidate the water issue, no-toll highways and affordable housing seem to be far-fetched dreams for the Selangor people.
"Azmin needs to revisit the unwarranted 400 percent increase in the salary for state representatives as well," he added.
Referring to state assembly speaker Hannah Yeoh, Chua said it is unthinkable for the state speaker to be paid the salary of a cabinet minister.
"In the state, the speaker of is the most leisurely job as Pakatan has more than two-thirds majority," he added.
