As a whole, Muslim Youth Movement of Malaysia (Abim) is of the view that the presented Budget 2010 outlines a comprehensive, clear and compact plan to face the uncertainties that lie ahead of us as a united nation.

The prudent approach of utilising a smaller cyclical deficit at 5.6% of GDP to promote structural changes for a sustainable economy is truly a commendable approach given that, in this difficult time; even the developed countries are finding it extremely hard.

The allocation of more than RM30 billion for mainly primary and secondary education; including the Permata programme, is worth special mention because it relates to Abim’s belief that provisions for the right education is the most reliable foundation for future generations.

The attempt to reduce the poverty rate to 2.8%, and the eradication of hardcore poor and urban poverty underlines the sincerity of the government to uplift the standard of living for this often neglected segment of the society.

In addition, the proper establishment of ‘1Malaysia’ clinics would give convenient and affordable medical access to all.

With these plans in place, Abim hopes that the government’s provision of basic needs would become the catalyst for human capital development that Abim views as the best preparation to face the more competitive environment given the seriousness of Prime Minister Najib Abdul Razak’s liberalisation agenda.

Nevertheless, Abim would like to highlight the conventional wisdom that the actual strength of a plan depends on the actual implementation of it.

Therefore, Abim is taking this opportunity to remind everyone about the need to uphold the values of integrity, accountability and good governance. With these values intact, Abim strongly believes that Budget 2010 has the right impetus for the success of 10 Malaysia Plan and the eventual sustainable growth of the Malaysian economy.

On a final note, Abim strongly calls on all government agencies for more prudent monetary discipline to ensure the intended allocations reach the target recipient.

This means that all measures must be taken to improve delivery system, curb corruption and uphold integrity at all levels.
