I think Kevin Chan's response misses the point in Mohd Afral's letter DPM uncaring in not giving respite to traffic offenders .

By forcing traffic offenders to pay up by whatever means and setting a deadline for that, the police are trying to clear up the mess caused by their own inefficiency. What have they been doing all the time when the unpaid summonses were piling up in their files?

What Mohd Afral is asking for was more time. Nowhere in his letter did he ask for any waiving or concession.

And also, a summons doesn't mean a law is broken. It is just a summons. Some of them may not have been aware they have committed, or may even have not committed, any violation at all due to the nature of how the traffic summonses were issued.

I have a question: Who punishes the police for letting the summonses remain unpaid for so many years?
