Mutual preservation of govt power and corruption

So much has been said of the ills of corruption. Has anyone considered that certain governments deliberately condone corruption or refuse to take action against corrupt officials?
In such countries, corrupt officials who have not been taken to task and who walk free owe their freedom to the government of the day.
In return, these officials are willing to help the party in government stay in power, to the extent of carrying out illegal acts against detractors and opponents.
In short, these officials and the party in government practise mutual preservation. Both are corrupt. How can one root out the other?
