Income tax details in unsealed mail

When it comes to the income tax, I pay my dues on time every year.
When I received my assessment returns from the Inland Revenue Department this year, I was disappointed. The letter was not sealed, leaving it open to scrutiny by all and sundry if it had fallen into wrong hands.
It cannot be a case of the glue not sticking because the envelope containing my wife's returns was also not sealed.
I do hope the department will act to keep information on earnings confidential, as no one else has the right to know.
