With reference to the cover story published by Berita Harian yesterday entitled ‘ Cuepacs sanggah Pemandu ’, we wish to clarify our position, without prejudice, based on the following accusations statement made by Azih Muda, president of Kesatuan Pekerja-Pekerja Dalam Perkhidmatan Awam (Cuepacs):

  • Releasing a report indicating the decline in civil service performance;
  • Releasing a biased report, subsequently demoralising the civil servants;
  • Releasing the report in a briefing to national leaders;
  • Using irrelevant measures in the report without taking into account successful achievements by various agencies and the civil service;
  • Concluding an inaccurate finding that high wage rates lead to declining of productivity amongst the civil service.
The Performance Management and Delivery Unit (Pemandu) wishes to put on record that the allegations made by Azih Muda, president of Cuepacs, are inaccurate and untrue. Pemandu has never conducted any study or report at any particular briefing as alleged.

Contrary to the allegations, Pemandu has been publishing annual reports detailing ministerial achievements annually since 2011 and will be releasing the Government Transformation Programme (GTP) and Economic Transformation Programme (ETP) Annual Report 2013 again by the Prime Minster, YAB Mohd Najib Abdul Razak, on May 12, 2014 at Angkasapuri, Radio Televisyen Malaysia (RTM), Kuala Lumpur.

The Annual Reports will once again highlight the success stories as well as the challenges of the various ministries in executing the transformation programmes and delivering big results. The reports will also include excerpts of experiences shared by individual civil servants. Both the public sector as well as the private sector were lauded as key contributors to the country’s transformation journey.

The KPI performance of the seven lead ministries implementing the National Key Results Areas (NKRAs) is 104 percent and all the ministries implementing the Ministerial Key Results Areas (MKRAs) is 110 percent.

Overall, we have reported year on year the GTP achievements and results reflecting the performance of our public service delivery. The 2010, 2011 and 2012 annual reports, along with our overall GTP 1.0 achievements, which can be found in our GTP 2.0 roadmap, are readily available online.

Key achievements

Some of the key achievements made possible by the civil service include the following:

1. Public satisfaction with police front-line performance for 2013 averaged 85.7 percent.

2. Police (Ops Cantas Khas) swift reaction and control on clamping down violent crime last year with immediate drop of 30 percent of cases within first 52 days of operation, led by the Home Affairs Ministry.

3. Klinik 1Malaysia has treated over 10 million cases since 2011, led by the Health Ministry.

4. Roads built amount to 4,069km despite the challenges in remote areas, projects are effectively implemented and on time, led by the Rural and Regional Development Ministry.

5. Road delivery (JALB/KKLW), water delivery (BALB/KKLW), housing delivery (PBR/KKLW) and electricity delivery (BELB/KKLW) under the Rural Development NKRA all achieved 100 percent KPI in a shorter time than expected indicating efficient and effective implementation.

6. Go-KL free bus service has a ridership capacity of 18,000 passengers daily, led by the Transport Ministry and the Land Public Transport Commission (Suruhanjaya Pengangkutan Awam Darat).

7. Improved efficiency in waiting time reduced from 45min to 15min for KTM Komuter Service routes, servicing all 52 stations, led by the Transport Ministry and the Land Public Transport Commission (Suruhanjaya Pengangkutan Awam Darat).

8. The longest bus rapid transit route (BRT) has been approved and confirmation to begin construction this Q4 2014 is on time and project to be completed 2016, led by the Transport Ministry and the Land Public Transport Commission (Suruhanjaya Pengangkutan Awam Darat).

9. 16,102 public pre-schools (99.2 percent) nationwide have successfully complied with the National Pre-school Quality Standard (SKPK) self-assessment to ensure standards are met, led by the Education Ministry.

10. eKasih system under the Implementation Coordination Unit (ICU) under the Prime Minister’s Department has been efficiently updated throughout 2013 - this database is accountable for ensuring that individuals registered under eKasih have gone through verification and identities are processed. eKasih is the sole designated database for low-income households that provides root cause of the problem with regards to the poverty trap.

According to Idris Jala, Minister in the Prime Minister’s Department and chief executive of Pemandu, “There have been improvements over the years from 2011 to 2013. For the year 2013, 87.4 percent out of 606 KPIs achieved targets 90 percent and above, in comparison to 86.5 percent out of 703 KPIs in 2012, and 83.6 percent out of 660 KPIs in 2011.”

“These achievements are testament of the stellar performances by the hardworking and dedicated civil servants who are the bedrock of our ministries”, added Idris.

Under the Strategic Reform Initiatives (SRI) in Public Service Delivery (PSD), the following are among transformation success stories by the public service:

  • Transformation at Oncology Centre, Hospital Sultan Ismail, Johor Baru whereby a significant improve in waiting time for radiation therapy of neck cancer have been reduced from 120 days to 60 days.
  • Transformation at Orthopaedic Specialist Clinic, Hospital Sultan Ismail, Johor Baru with improved waiting time (from 115 mins to 45 mins) to see a doctor every Tuesday and Thursday.
  • Transformation at MUDA Agriculture Development Authority Engineering Department under the Agriculture Ministry. Land acquisition processes to build tertiary irrigation at the MUDA area have been reduced from 29 months to 11 months and finally six months involving co-ordination of 11 states and federal agencies.
Pemandu has been consistent in our efforts to positively engage with our colleagues from the Ministries and relevant agencies. We are cognisant of the challenges faced by the civil service in executing the transformation plans, and are aligned to support them on the implementation.

Pemandu, a unit under the Prime Minister’s Department, was established in September 2009 to oversee the implementation, assess the progress, facilitate as well as support the delivery and drive the progress of the GTP and ETP.

The GTP continues to effect impactful changes in areas most important to the people and since its inception, by putting the people first and ensuring the delivery of tangible results. The ETP working in tandem represents the catalyst for economic growth and investments needed for Malaysia to achieve high-income status by 2020.
