I watched the Penang Bridge being built in the 1980s. At that time, we were told that the 4-lane spans were expandable to 6-lanes when the need arises.

Now that the need has arisen. But why the big hurry to build a new bridge and not expand the current one first?

Either we have been cheated by the Koreans in the first place or there is more profit to be made by building a new one.
