Highway costs unfairly passed on to citizens

I read with horror that our government wants to spend RM900 million of my (okay, taxpayers') money to expand the North-South Highway to six lanes to ease congestion during festivals.
Why should taxpayers bear the cost when it is highway concessionaire Projek Lebuhraya Utara-Selatan (Plus) who is collecting toll money?
Is it justified to spend taxpayers' money on something that the majority use only during weekends, or before and after a major festival?
