I think MPSJ is being ridiculous that dog owners get permission from their neighbours before they get a pet licence.

I have a better suggestion. Cat owners should get a licence and permission from their neighbours before they get own a cat. The reason being cats have been detected to carry bird flu. In fact, MPSJ should be pro-active in preventing the bird flu virus from being transmitted to humans. The danger, I think, is real and immediate.

So MPSJ, what say you?
