Dreams come true ad misleading

Why the double standard on the part of the government for advertising guidelines? The ruling is that all cigarettes packs should carry the warning 'Smoking is harmful to health'.
On the other hand, numbers forecast operators advertise, 'Dreams come true'. This is misleading. The ad should be 'Only very few dreams come true'.
Recently, there has been a surge in draws called 'Special Draws' by these operators. Now what is so special about these draws other than that they are held on a non-scheduled draw day?
'Special' should mean bigger prizes or more chances. These companies should be fined for misleading advertising.
