I'm a Korean-American who has lived here in Penang for two years now. Disgusted at taxi drivers asking for so much money, I often take the bus or get a ride in my mom's car.

When I heard that Penang taxi drivers will have to use the meter system by Aug 1, I was jumping with joy. However, this has been short-lived.

I've taken taxis at least 10 times since and only one taxi actually used the meter. Most taxis cover up the meter with a cloth after turning it on but don't follow it. They turn it on because if they are stopped by the police, they will quickly uncover the meter and tell the policeman they following the meter.

Is there a way to report such taxi drivers? Unless there's like a direct line number to the police or other enforcement bodies for passengers to promptly report these corrupted taxi drivers, they will continue not using their meters.
