Please kindly allow me to present some facts regarding the new Private Healthcare Facilities and Services Regulations 2006 Act. I am a doctor which has worked few years in one of the teaching hospitals in Kuala Lumpur.

I have just seen very few attempts of intubation and have never ever even seen one successful intubation. I suspect that our health minister, director-general of Health and the ministry were watching the television programme 'ER' when they drew up the new act.

I hereby dare challenge the minister and his DG to publicly demonstrate intubation on a real patient (not on a dummy, which is very easy). If they fail, they should withdraw the Healthcare Facilities and Services Regulations 2006 Act or resign. Intubation is very difficult procedure and I have never seen one being done successfully even in a hospital.

I was among the group that went to the Gleneagles Intan Medial Centre for a briefing of the Act. The ministry officers there, and later the minister, repeatedly assured us that the severe punishments listed will not be enforced as the law is meant to regulate only.

But most of us foresee that the law is too strict and that the DG and ministry officers are vested with enormous power. There might be an opening for bribery to grease the hands of some persons in authority.

Please repeal the unfair, restrictive new Private Healthcare Facilities and Services Regulations 2006 Act.
