The government has formed a Special Task Force to Facilitate Business (Pemudah) to look into public sector's coordination, implementation and service delivery with the aim of cutting down red tape and improving inflow of investments.

But looking at the composition of the committee, I do not think that they will come out with any meaningful suggestions. This is because they have never experienced the poor delivery system provided by government.

All the committee members are in a position where they can secure a government service immediately if they wanted. They are all in positions of influence and can, for example, get their new passport yesterday if they wanted it so.

We must be more serious. Improvements that should have been made over the past 50 years cannot be made by appointing a committee. The public has been complaining for over 50 years and things have changed very slowly.

The reason for this is that not only the civil servants remain in service for 35 years but politicians also have remained for that period or more.

Any attempt to remove these regulations which is the source of power for our little 'Mahathirs' will be resisted. They are not going to change out of the goodness of their hearts.

Heads of departments must be held responsible and must be told to reform or face the music. It is either this or when the time to celebrate our 100 years of independence comes, we will still be talking about appointing another committee.
