I refer to the malaysiakini report Malay contractors required to sign 'Akujanji' and find it really impossible to understand the intentions of the Finance Ministry's secretary-general, Izzuddin Dali.

His ministry - and other government agencies with the consent and approval of his ministry - awards jobs to bumiputera contractors whom they know do not have the capability to carry out those jobs.

It then makes them promise they will not pass these jobs to non-bumiputera contractors. I presume that it will be alright to pass these jobs to other bumiputera contractors, meaning that there are capable bumiputera contractors available who should have been awarded these jobs in the first place.

On the other hand, if these bumiputera contractors were awarded the jobs because they are the only bumiputera contractors available, and if these contractors are not allowed to pass the jobs onto non-bumiputera contractors, then the result will be that there will be an abundance of delayed or abandoned projects.

On top of such a national disaster, there will also be many personal disasters because these bumiputera contractors will penalised and fined for late delivery, their contracts terminated, and many, if not all of them will become bankrupt.

How now?
