For several decades since the implementation of the NEP, the non-Malays in Malaysia are still not clear on the definition of Malay ‘special rights’. Umno politicians talk about Malay ‘special rights’ all the time and certain Umno elites talk about ‘Ketuanan Melayu’.

Recently International Trade and Industry Minister Rafidah Aziz said the Malays’ fight for rights should continue as the Malaysian economy evolves. We know that the Malaysian government provides a lot more scholarships to bumiputeras and provides a lot more opportunities to them in businesses.

I hope an answer can be given to the question ‘What are Malay ‘special rights?’ The purpose of this letter is to ask a very fundamental question that has been a puzzle to me for several decades.

What are these ‘special rights’ as enshrined in the constitution of Malaysia? The non-Malays have been told not to question Malay ‘special rights’ but until today, I do not know what they are as enshrined in the constitution. Hence, the majority of non-Malays cannot discuss Malay ‘special rights’.

What are the bumiputeras entitled to in Malaysia that the Chinese and Indians are not entitled to. It would be wonderful if the MCA and MIC could ask Umno to come up with a detailed and comprehensive list of these ‘special rights’ so that the non-bumiputeras know how to plan for their education, businesses and jobs in Malaysia.

This is very important as BN is expected to win the next general election and form the government unless the unexpected happens. Umno is still the dominant partner.

Is the NEP related to Malay ‘special rights’? Many non-Malays are puzzled. Also, what is meant by ‘Ketuanan Melayu’ according to the few Umno elites? It would be wonderful if MCA and MIC could ask Umno on this definition too before the next general election.
