A programme of 'confidence building measures and promotion of civil society' needs to launched at the trouble-prone areas around Old Klang Road. Social integration and community development activities through youth aggregation could be the focus of the whole programme.

The Selangor state government with the support of the local municipal council and other community-based organisations could undertake this project. The objective is to facilitate and promote the integration of communities and the participation of civil society through the channel of youth aggregation by creating events and dialogues, communication and development of common projects between the various groups of difference races in areas affected. The programme could involve the young groups in the activities and for the planning of the events and thus developing their sense of responsibility towards the whole community and their participation in building their society.

The issues which could be included are: How to overcome barriers in communication, inter-cultural socialisation, interpersonal relations, building of common projects for the community, public get-togethers, recreation and counseling for the promotion of civil society.

The whole project could focus on a social, cultural and economical rebuilding of the area with special attention on living conditions and quality of life.

The authorities could also ensure that all immediate needs are met, as part of medium and long-term strategic development programmes. The objective here is to develop the activities with the participation of representatives of all the communities for the development of action for the whole society in the area.

This project can be realised with the publication of a quarterly newsletter which could be made available to every household in the affected areas and could focus on the exchange of information among the various groups and policies of the community as a whole. The focus will put on the building of trust, respect, solidarity, tolerance, and peaceful cohabitation among the different race groups.

The duration of the programme could be for period of 12 months and at the end of the programme it could publish a report of activities which will be useful as a basis for further activities for the growth of the whole community.
