Police and minister must explain ISA arrests

I do not understand why the police have arrested the seven people when all they had planned to do for April 14 was to submit a memorandum to Suhakam.
If the police have no respect for Suhakam's existence as a body to receive any complaint from the public, why are they taking it out on the would-be complainants?
I think the police and Abdullah Badawi as Home Affairs Minister have a lot of explaining to do to the public, Suhakam and to Parliament.
