It's definitely in the interest of the country to prevent a brain drain of its top performers. A possible compromise to meet various groups' expectations is to fine-tune the quota enrolment system to say reserve 10 percent of university intake to be based strictly on meritocracy whilst leaving the 90 percent to established quota arrangements.

Hopefully, we can then have our cake and eat it, too!
