I refer to a news report yesterday in which Works Minister S Samy Vellu proudly announced the commencement of the second link to Penang upon securing credit from Japan.

I remember reading some years back when the Penang Bridge was privatised, one of the conditions to the concessionaire who was awarded the project was that it had to undertake to either expand the present bridge or to build a second link. I wonder what has happened to this obligation?
