I refer to What Islamic state? Part I and II, (Aug 9&10) of Salbiah Ahmad's writing. As far as the true Muslims are concerned, there are two ayats of Allahs.w.t. in the Holy Al-Qur'an: "Innaddinnaindallahhisislam",and"InnasolatiwanusukiwamahyayawamamatiLILLAHIRABBIL'ALAMIN", in which the later is called as "Doa Iftitah", imply that forming an Islamic State is part of the obligations of the Muslims in Islam.

And regarding the opinion that in a country where more than half are non Muslims, Islamic state will be impossible, it could be true if the political power is in the hands of the non-Muslims. But in a country where the political power is in the hands of the Muslims, the true Muslims know that they have been directed by Allah s.w.t. in the Holly Al-Qur'an in Chapter109 - Al-Kafirun of what to say to the non-Muslims.

In Chapter 109 - The Surah Al-Kafirun says that: "In the name of Allah, Most Gracious, Most Merciful. 1. Say: O ye that reject Faith!. 2. I worship not that which ye worship, 3. Nor will ye worship that which I worship, 4.And I will not worship that which ye have been want to worship, 5. Nor will ye worship that which I worship, 6. To you be your way, and to me mine." ... And with his directive of God, the true Muslims would not bother whether the non-Muslims are more than half of the population or not.

The word "worship" in the Chapter 109 of the Al-Qur'an, the meaning definitely includes obeying all the God's order. Thus the true Muslims will never bother about the opinions that Islamic state is a myth or not.

The basic fact that Salbiah needs to know is what is"Innaddinnaindallahhisislam", and "InnasolatiwanusukiwamahyayawamamatiLILLAHIRABBIL'ALAMIN" from the viewpoints of the Ilmu of the Holy Al-Qur'an, studying the Holy Al-Qur'an reading the text in the Arabic Language, not just from its book of translation.

Salbiah must know why Allah s.w.t. used Arabic Language as the language used in the Holy Al-Qur'an and not other languages. For this matter, refer Al-Qur'an: 12:2, "We have sent it down as an Arabic Qur'an in order that ye may learn wisdom".

Salbiah is trying to prove that there is no notion of an Islamic state in traditional sources (Al-Qur'an and Sunnah); it appears that she is looking for the evidence by using her secularist eyes; thus she could not see that Islam is "ad-din".

If Salbiah knows that Islam is an ad-din, and Islam is not a religion as it is understood by the non-Muslims as well as the secular Muslims, and if she really understand the full knowledge in terms of ilmu of the of the ayats of"Innaddinnaindallahhisislam", and "InnasolatiwanusukiwamahyayawamamatiLILLAHIRABBIL'ALAMIN", thus she does not need for her to waste her time to prove that there is no any specific notion from the traditional sources for the evidence of the meaning of Islamic State.

In Islam, it is very well known by all true Muslims that the Islamic Laws comprise of Hudud, Takzir etc. Does Salbiah think that to implement these laws, it is proper and enough for just a father to implement it for his family? Of course it needs a government of a State or a Country to implement the laws. That Hudud Laws itself, and the Takzir Laws, imply that the Muslims need an Islamic State, and it is therefore, to implement the laws it is the obligation and the responsibility of all the true Muslims to have an Islamic state.

And is it Islamic religiously wrong for the Muslims to say that the presence of the non-Muslims as the citizen, that makes the Islamic State is a myth. If it is a myth, then what is that Chapter 109 in the Holy Al-Qur'an for?

And what does that "Innaddinnaindallahhisislam", and "InnasolatiwanusukiwamahyayawamamatiLILLAHIRABBIL'ALAMIN" mean to the Muslims?

And who asks the non-Muslims to worry if the Muslims form Malaysia as an Islamic State, because all the Islamic Laws when they are implemented, they are not at all going to be enforced and implemented on them, as it is clearly implied by that Chapter 109 of the Holy Al-Qur'an?

Does Bank Islam, for example, forces the non-Muslim, that the non-Muslims must be the customers? Does any of the Department of the Islamic Religious Affairs take to the Syariah Court any non-Muslims doing the "khalwat" or"zina"?

But one thing Salbiah and the non-Muslim must bear in mind, if you wish to do any thing which is against the Islamic laws in the Islamic State, what you have to do is do not involve the Muslims. If you wished to do adultery, or robbing any bank, do not take any Muslim to participate. If you were the one that proven who invites the Muslim to participate, thus you too would be put into the trial and punishable under the Hudud Laws accordingly.

In that Chapter 109 in the Holy Al-Qur'an, it is enough for the non-Muslims to be shut up about the Hudud Laws and the Islamic State, since for them they can go on enjoying with the present human secular made laws.

In the final analysis he or she who says that Islamic State is a myth, he or she is the one who is "jahil" or ignorant that cannot interpret the meanings of the two ayats which are stated in the Holy Al-Qur'an by means of ilmu, and trying to ignore that in Islam, there is a concept of Islam is an"ad-din", meaning as a culture.

What is a culture, then? Is it not a way of life? Does having a State or a country to live is not a part of a way of life? Islam is an"ad-din", thus it follows that the Muslims must have an Islamic State.

The presence of the directives by Allah s.w.t. in The Holly Al-Qur'an and the Sunnah about the implementation of the Hudud Laws and Takzir are also the notions from the traditional sources that Islamic State is a part and parcel of Islam.
