However, the paper to be ready by year end, would not propose a total ban on liquor sale as non-Muslims had a right to drink it.

"We may propose that the sale of liquor be banned in certain areas where Muslims make up a large majority," he told a press conference here today.
Azman said other than Kedah, Kelantan, Selangor and Penang, the proposal would also include Perak as PAS still considered the state to be still under Pakatan Rakyat.
On the Bagan Pinang by-election, he said PAS Youth would ask the Election Commission (EC) to allow the party to campaign to the 5,000 postal voters.
"We hope EC will meet our request. If others can enter the place, then I am sure the candidate can meet voters to explain the party manifesto," he added. - Bernama
